I'm sorry MoonlightEevee! The reason is that the system is set up so that only contributors can submit, so because you are only a regular member, you are unable to submit. 
Contributors (like me) are still behind the Founder however, and I unfortunately don't have the power to change that, or to promote you to contributor. The founder, ~Pika-Pika-Pikahu, has a lot to do outside of this website and only gets on once and a while, so it could be a long time before anything gets done about it... So sorry for the long wait!
